I have Linux server going into a business and the consultant wants all these ports open? Does he need all these ports open just of SSH?

I know - Port 21 is FTP and does not need SSH - he is going to shut this down.
I know - Port 23 is for telnet, he still has to configure SSH instead of telnet
DOES PORT 37 need to be open to connect to NTP Server? I don't need any NTP ports open for Windows Server?
DOES Port 111 need to be open for SSH to work correctly???
What does Port 427 and 631 do?
And needs to shut down 901 ASAP.
