Active Directory:How do I block non-Admin users from viewing or launching  Services/Computer Management Control Panel apps on their workstations?

I need to block the Services and Computer Management apps in Administrative Tools from being viewed or launched by non-Administrator users and I need to do this via Active Directory.

Specifically, I have some custom services that I need to keep running and should not be able to be shut down by any users other than administrators.

I looked into ways of preventing these services from even being displayed by the SCM but they tended towards 'Black Hat' techniques which I do not want to get involved with.
