Can not install/uninstall any program

After installing the server and Globalscape FTP server with all windows updates, I found out that any other installation, I am trying, independent of manufacturer is failing.

The symptoms are that the program starts installing itself, goes all the way to the end, but a second before it should finish, the wording is "Rolling back actions" and the error is like "Installation was interrupted before it could finish." Obviously, I did not interrupt anything. Happened basically with every program, involving installshield, i.e. Mcafee VirusScan 8.5, ESET Nod32 antivirus, Bitdefender, i.e.

The services of these programs are created and even started sometimes, but no programs appear as being installed in the Start->Programs menu or in the Program Files directory. Control Panel "Add/remove Programs" sometimes contain installed programs, i.e. HP Software Packs, since the server is Proliant DL380 G5, but uninstalling them causes the regular uninstalling process to appear, but after a few seconds it ends unsuccessfully with "Fatal Error during installation" on the screen.

Question is obvious how to fix this? How to install programs? This server is in the DMZ, i.e. facing external clients. The question is, whether it was hacked and malware is preventing other programs to be installed or it is some security permissions glitch that might be fixed by manual action, including registry/permissions hotfixes from Microsoft.
