Could Not Start The Windows Firewall/Internet Connection (ICS Service on Local Computer

I cannot start the Windows Firewall.  When I try to start the service I get the error

"Could Not Start The Windows Firewall/Internet Connection (ICS Service on Local Computer.  Error 10047:  An Address incompatible with the requested protocol was used."

The Event Viewer says the following.

The Windows Firewall/Internet Connection Sharing (ICS) service terminated with the following error:
An address incompatible with the requested protocol was used.


I have tried the solution posted by gemarti at http://www.experts-exchange.com/Operating_Systems/WinXP/Q_21042844.html

but it doesnt work for me.
