need to get administrator rights back in administrator account

When I try to open my local security policy settings I get: "MMC Cannot open the file C:\windows\system32\secpol.msc  This may be because the file does not exist, is not in the mmc console, or was created by a later version of MMC. This may also be because you do not have sufficient access rights to the file."

I am using an administrator account.  I have tried a repair install, same results.  Automatic updates will not start in services.msc  I do not have the ability to set permissions for folders or files. Gpedit.msc works fine.  a few other programs tell me that I do not have proper access rights or permissions as wellStart Free Trial
