Restrict users from Deleting files and folders

I want users on a server to be able to create new folders (and give them a name besides "New Folder" and to create and changes word and excel documents in these folders.  I do not want to allow any deletion of folders and files.  Seems like the security options with in Server 2003 (do not allow deletes and do not allow delete of files and folders) restricts too much.  Does anyone know how to accomplish this task?Start Free Trial
