Can I create an alarm using shell script when CPU Usage is more than 90% in AIX?

I have used VMTUNE or TOPAS from ksh. But to raise an alarm or at least put a record on a file when CPU usage goes beyond 90%, it probably requires a TSR (stay resident in memory) kind of a code (shellscript).

Can anybody please guide me?
