External HD recognized as 40mb/s, but only getting 5-10 mb/s

Have a usb 2.0 external, use with several laptops and pcs, when I plug it into freebsd it loads properly, but I'm noticing my transfer rate from the external to freebsd is only 5-10mbs at any given time.

Is this normal?
