Cisco VPN Mac Leopard 10.5 Error 51 when trying to use VPN client

I installed the Cisco VPN client for mac on mac os10.5 in order to build a vpn tunnel to the office cisco firewall.  The client installed fine but when i run it, i get the following error
"Error 51: IPC socket allocation failed with error ffffffffffffch. This is most likely due to the cisco systems, inc. vpn service not being started.  Please start this service and try again."

I tried going into the terminal and turn on the service, it says it stopped and started well, but I still cannot connect.  I did reboot.

The client is version 4.6.03.

Do you know if the client verison is too old?  Is there anything else I can look for
