Leopard workstation cannot login to leopard server open directory

I have a Leopard server running Open Directory and I have setup a few user accounts in open directory.  I then took a Leopard workstation and connected it to this open directory using Directory Utility.  If I open Directory on the workstation I do see the accounts that are in the shared open directory so communication seems to be working.

If I reboot my workstation, when selecting which account to login as, I choose Other and then I type my shared open directory username and password but the login window just shakes and I am left dumbfounded.

If I look in Directory Utility, my search policy is below my local directory domains and it is grayed out so I can't move it any higher in the list.

I'm hoping this is simple and I appreciate any help.
