How to configure ical on WebDAV server to allow both computers to edit the calendar after it is published?

I am using a Mac OSX 10.3.9 computer as a WebDAV server to share an ical calendar between two computers.  I would like for my boss and I both to edit the calendar.  I've published the calendar and is able to subscribe to it, but I cannot edit items because it is read-only.  I've changed the permissions on the ical directory on the server and it still does not allow me to edit the calendar.  Is there a way  this can be done without subscribing to .mac service?
