CD Stuck in Drive / Mac won't boot

Hello,

I am trying to reset a keychain for a user, and needed to reset his password (the user does not know it). The powerbook runs Jaguar, and I do not have a Jaguar CD. I placed a Panther CD into the drive and set it to be the startup disk. When I reboot, nothing happens. The Apple logo appears by cycles endlessly until I power the laptop off. I tried all sorts of startup commands, to no avail. How to I get the CD out of the drive, and reset this user's password? What is the startup command to change the boot disk, and when should I press it?
