Kernel Task utilitizing 85%+ of cpu

I've been having trouble with my G4 alumn powerbook for a while, where it is unresponsive after reboot or boot, but it would sort itself out after a few minutes.  But today it would not respond and I managed to start activity monitor and found that a process task named Kernel_task is utilizing over 85%+ of cpu load. Is there anyway to prevent kernel task from utilizing most of my cpu load?  Also is there an underlying problem with my OSX installation?

I think my hard drive is going to therefore that could be the cause of the unresponsive system, since I've reformatted the drive with a fresh install of OSX and occasionally freezes with clicks of death.
