Is there a way to configure a directory so that files can be uploaded but not downloaded and always visible?

I am being hosted on a Hostmonster server (Apache).
I have established a directory as an FTP drop site.
Several clients will be dropping files in there, but I want to be sure that no client can download or open another client's files, I can as the administrator.
I have another directory that client's can download FROM. This directory I want to secure so that only I can upload files to it.
I have SSH access to the server, but I have no idea how to secure it to do this.
