Active Desktop Recovery machine appears on Windows Desktop Background

Hi,
An end-user keeps getting the 'Active Desktop Recovery' background screen on his XP Pro machine's Windows Desktop Background, whenever he logs in.  He is using a Roaming Profile with a Windows 2003 Server.  Active Directory is being used.

This 'Active Desktop Recovery' screen provides a button with an option to 'Restore My Active Desktop', but it does not work;  the machine keeps reverting back to this 'Active Desktop Recovery' background.

All of the icons on the Windows Desktop appear as expected, and work as expected.  There are no other issues with accessing network resources or using Outlook and other apps.
How do I get the computer to show the normal background when this user logs into the domain?N
Note:  This does not occur with other domain users who log onto this machine.
