I also think same way. Maybe there is same IP had been used by others. But then, I disconnect the server, and then I ping same IP from my PC. No response. That's mean nobody is using the same IP. I also scanned all IPs used in my dept t double confirm, and the outcome is same.
How can I check the Network card is ok ? How do I change the IP inUNIX ? I want to change it with different one.

Use OSI model to troubleshoot.
Physical Layer ---> Make sure that there are no Cabling problems on your Server. If it directly connected to the switch replace tha patch cord. If it goes through a wall outlet find a serious cable tester and make sure that your cabling is ok. Do that during the time that you cannot ping the server.
Data Link Layer---> Check your switch port , your switch i general and the servers network card.
Network Layer ---> Check addresing , routes etc. Use an ip scanner to check for any dublicates.
Once I had a similar problem and after weeks i found out that this was happening when the accountant of my client was bringing his personal laptop. He had a static ip which was the same with one of my network printers. I've changed the printers address the problem was solved without being 100% sure why this was happening. After weeks I accidentaly checked his laptop and I've seen the static address.
I think this is a good way to start.
