You have to have rights on the domain and the machine has to be added to the domain and in the correct OU.

Scenerio:
I am logged into a brand new computer with a new users credentials (Domain User only) on our domain and I want to give this person admin rights to this local computer. I go to Computer Management>Local User and Groups>Groups>Administrato
The following error occurred while attempting to save properties for group Administrator on computer NEWCOMPUTER:
Access is denied
Now it seems I did this before without having to log in with Administrative rights and add the user the the local Admin group. Any help? Thanks

You should be logged in as admin to do this...if i read your post right... i dont think you can expect a non admin to be able to assign new users admin rights
