Add User to Local Administrator Group

I did this a while back and cannot remember.

OS - Windows XP Pro SP3

Scenerio:

I am logged into a brand new computer with a new users credentials (Domain User only) on our domain and I want to give this person admin rights to this local computer. I go to Computer Management>Local User and Groups>Groups>Administrators. I then select Add, put in the user name, press the Check Name to be certain the user is in our domain and it shows up correctly. I hit OK and then Apply and get the following error:
The following error occurred while attempting to save properties for group Administrator on computer NEWCOMPUTER:
Access is denied

Now it seems I did this before without having to log in with Administrative rights and add the user the the local Admin group. Any help? Thanks
