With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Cannot Delete Active X drivers in IE 8 with Vista

Two endusers have IE 8 and Vista Pro 32 bit. Cannot delete Active X drivers.

If I open IE 8, go to Tools, Internet Options, Programs and Manage Add-ons; I don't have an option to "show" Installed Active X. Under the Add-On Types area I have to select Toolbars and Extensions. Then in the Show area I have to select All Add Ons. I don't have the normal "Installed Active X".

Once I select the Active X driver (office viewer .ocx EDraw) to uninstall, I only have a Disable button. It is the same for all of my Active X drivers. I cannot uninstall them.

If I go to C:\Windows\Downloaded Program Files in Explorer I cannot get authority to delete the files. I have tried. I checked the security settings and logged in as the user who should have full authority. No difference.  

Since the Active X driver is not functioning, I had to get the website we use to prompt for Active X installation. So I found a work around by going to command prompt, deleting the .ocx and .inf file. Logged into the website and it prompted me for installation of the Active X driver. It did fix my issue.

What I need to know is why do I not have an option to DELETE my Active X drivers like I do in older version of IE or XP? What is the correct approach for deleting a corrupt Active X driver?
