Windows Workgroup not accesible

Just started at a company with about 40 pc`s on a workgroup, One PC is used for common file sharing, All windows XP

The shared folder on the " server" is always accessible, But the workgroup only sometimes, to view other PC`s and shared printers .

What could be the problem on the network, if only sometimes every pc is accessible, and sometimes not at all.
