According to Tripwire you can use their Universal Device Kit (UDK) to support any system that can understand POSIX,
The thing with VMS is I don't think you can change critical system files, so if you're talking PCI DSS then FIM may not be a control that gets you anywhere.
Besides, if you enable a POSIX/SMB type interface on VMS, then you've immediately de-secured it. Probably best leave that box unticked...

OpenVMS includes an accounting facility that can gather and report on just about anything under the sun, free and built-in to the O/S. From the OpenVMS prompt, type: HELP ACCOUNTING.
