The default journal is SYS$COMMON:[SYSMGR]SECURIT
The operator.log may contain the human readable alarms (if enabled).
Besides login/logout you can monitor actual use of special privileges.. Dont' /alarm, but do /audit. if you need it.
Some commands:
show audit show the current settings for /alarm & /audit
show audit/journal show the logfile settings (Including the active logfile)
show audit/server shows the server settings.
show audit /all (all the above, more than a screenfull).
analyze/audit /event=(login,logout,logfa
set login/audit/alarm/enable=(

You can also enable alarms then you view them in yout operator.log o on screen after a reply/enable
