In windows 2000 you create the setup disks by putting in the win2k cd and then open a command window.  At the command line navigate to d:\bootdisk (where d: is the cd drive) and type makeboot a:

This creates the 3 setup disks.

You should remember that most MB BIOS now supports booting from the CD so when you are installing (or repairing) windows you can launch setup by booting from the CD.  This is why Windows no longer ships with setup floppy disks.
If all you are wanting is access to your system from the floppy, then all you need is a Win98 bootdisk, assuming you do not use NTFS on your HD of course.
If your system supports booting to the CD drive then you don't really need the disks. You can just boot to the XP CD. And as rayt333 stated if the file system is not NTFS then a Win98 bootdisk will get you access to the files. But DO NOT run the Win98 boot disk scandisk on the XP partition. You will find yourself in a world of hurt if do that. Just so you know XP is probably the last MS OS that will have any type of floppy bootdisks/setup disks.
