I have already tried but it won't let me uninstall it
Where do you get the error 'Internet sign-up file corrupt' is there any clue as to where this corrupted file is or what application triggered it.
if you have the telephone number and login data, you can create a new dial-up connection manualy and just disable the old one.

The error message appears whenever I double-click on the BT surf-time icon. I have searched the hard drive for a file called "signup", I have also tried to un-install the BT software (something the machine won't let me do). I have tried to create a new dial up connection manually but get the same error. Lastly, I have tried installing software from a new ISP (Virgin) but again get the same error.

Sounds like BT gives you an easy file for signing up that was currupted or lost after you got signed up.
Try clicking "Start" then "Run" then paste one of the following into the command line:
icwconn
icwconn2
%windir%\ServicePackFiles\ i386\icwco nn1.exe
(Just try one at a time until one of the above starts the wizard, or search your hard drive for icwconn*.* and run one of the later ones)
You don't want to "sign up..." nor "transfer...", you want to "manually set up ..."
Now Call your ISP help desk (BT?) and ask for some information. They should be pleased as punch to help you with this and reset your password for you if you had it saved on the old setup and can't find it. They want you connected. They know sooner and the more you use the service, the happier you are to pay them and tell your friends about it.
Enter the connection type, choose a port, Get the number from your ISP, Enter your name and Password from the ISP.
Connection name don't matter (but remember the name of the newest so you can tell Internet Explorer to use that as your default, or "always dial" that one.)
I recommend "No" to email, since you might have the good account info still in your mail program if it upgraded correctly.
This is all less difficult than it sounds, after you get the wizard started.
Enjoy,

I was actually asking the question for someone, but they said that they were able to remove the file in safemode. Thanks for all the comments.

If you have external software on a CD that set's up your connection, try to uninstall it first then reinstall it.
