Interested in rebuilding icon cache within XP Home

Hi Everyone:

       I have a friend with a desktop which is missing all icons.  I have tried to right click on the empty desktop, but, nothing happens.  I have been advised to rebuild the icon cache, but, I am unclear on the steps.  However it is done, it will probably need to be done at the command line level since I do not have any icons to work with.  Oh, by the way, can choosing Restore from Last Know Good Configuration solve this problem without jepardizing the integrity of the end user files, like pictures, self-created text files, etc?
