Access Denied in the XP recovery Console....

I want to use the XP recovery console to access and backup files on my computer but when I goto C:\documents and settings I get an 'access denied" error msg. I have used the logon cmd to logon as admin with the correct password so why is it gving me and access is denied error msge???? ...and how can i fix this problem

You can't use the recovery console to do that.  This is by design.

I downloaded and burned a copy of damned small linux as suggested but i have no idea how to mount an ntfs file system with it to copy my files over to a safe locatoin b4 i blow the OS away....plz help a.s.a.p
I didn't suggest damned small linux.  I suggested Knoppix.  Really, your better off using BartPE.  Any reason you don't want to?  (The download is short - it's only about 5-15 MB.  Then you use your XP SP1 or later CD to make a boot disk.  Works great.  I used to use linux when I needed to do such things.  But when I found BartPE, I've used that exclusively since (I still carry a a knoppix CD, but rarely use it).
You can write to a floppy in the recovery console.
To do so, go to Local Security Settings\Local Policies\Security Options\Recovery Console: Allow floppy copy and access to all drives and all folders.  The default is "Disabled".  Change it to "Enabled".  
If your PC is part of a domain, use GPO's to do this.
It is disabled by default for securiy reasons.  The recovery console password is stored in the local SAM, which is quite easy to hack into.  This can allow to easily "steal" files from an NTFS partition.  There are so many bootdisks that will give you NTFS access anayway, that this should not be a concern.
Leew is correct. I've found that by using a BartPE disk, I can access and erase files that are giving me troubles in both normal and safe mode. If they still give you trouble when you're booted into the BartPE disk, right click the file in the A43 File manager and make sure it doesn't have any abnormal attributes, then try to copy and/or delete it again.

As far as copying files, if you have a USB flash drive and use it while using BartPE, I believe it works fine.
