access to the specified file or path is denied
a friend gets this message when she tries to access control panel what is the problem and how to fix ?............
also she's been getting a message on startup 'cant find info32.exe'........now I knwo this is related to a trojan, which I think she removed by antivirus, but are the two messages /problems related ?...........

The easiest way to fix it is boot to the Win98 boot floppy and reinstall Windows from the CD.
Open a DOS box and type the following command or, if confident in using Regedit, just find and export the appropriate key to a .REG file:
REGEDIT /e c:\ctrlpan.txt HKEY_CLASSES_ROOT\CLSID\{2 1EC2020-3A EA-1069-A2 DD-08002B3 0309D
Open c:\ctrlpan.txt and compare it to the following and see if there are any major differences:

the virus answer was correct as that is the virus that does that

I've given the majority of points to you for your very detailed replies.......
well a little lesson here folks............NEITHER answer 'fixed' the problem tho I admit to not trying BillDl's answer as I've managed to fix the prob..............all it took was to run SFC and replace the two 'altered' system files............rundll32 was one and I'm sorry but I've forgotten the other
person's teenage son has been home during the holidays and I suspect was the cause of these troubles

Thank you, drcspy. Yes, that was most certainly the root of the problem and would have been my next suggestion dependent on the results of that trial I suggested above.
.dll files have, amongst their resources, the data to display dialogue boxes, icons, messages, etc. Rundll32.exe launches such dialogues on your computer from these other .dll files, including the control panel. I have a feeling the other may have been shell32.dll from which the vast majority of these resources are stored.
That's good news anyway.
