I am getting the error:

"Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item"

I get the error whenever I try to access control panel functions, most applications. One of the kids installed MSN prior to the error occuring yesterday so I restored the registry to a simpler time... but it didn't help... the error occurs even in safe mode.
