Goto a later Service Pack such as 5 or 6a, that has solved alot of problems for me with services not starting correctly.

Check the server, workstation and netlogon services are started.<br />
From a command line, type NET SHARE<br />
There should be IPC$ and NETLOGON listed - these are prerequisites.<br />
Is this terminal server ?<br />

It's not terminal server. The server and workstation services both are running. This NT 4 WS is in a workgroup environment, so the netlogon service cannot be started too. Therefor the NETLOGON share is not present. All the hidden shares c$, d$ ipc$ are okay.<br />
