Getting XP Pro Error 633: Can't connect to internet using dial-up modem

I just installed Win XP Pro Version 2002 on my computer, and after installation, I set up my dial up modem to try to connect to the internet, but everytime I tell it to connect, I get Error 633: The modem or other device is already in use or is not configured properly.  I've tried a lot of different things, but I have yet to figure out the solution.

I've tried 2 different modems, but both get the same error.  Everytime it tries to open the port, it just can't and immediately gives me the error.  I've tried a few programs to try to figure out what the problem is, and all have said that the COM port, #3, is fine so I don't think it is that.  I also used hyperterminal and inside that program, I was able to connect to my ISP w/o any problems, though I'm not sure exactly what that proves.

I've also already installed Service Pack 1 and though it cleared up a few other problems with older devices since I have a computer from 1999, it didn't solve this one regarding my modem.  I have the newest driver files, from end of 2002, installed for my Best Data Conexant chipset modem so that is fine as far as I know.  

I have Win 98SE installed on this same computer and my modem works fine so I'm not quite sure why it doesn't work in XP Pro.  I read somewhere it might be a conflicting driver problem with some other program, but all I have installed are programs installed with XP Pro and whatever Service Pack 1 updates.

Thanks to anyone that can help me in advance and if you have any guesses as to what might be wrong, please let me know.

Thanks for the help, but I've already looked at those things and they don't apply to me.  I think it might be the program/file XP uses to dial onto the internet, but I can't figure out what it is or how to correct it.  Remember I was able to open the port and connect to my ISP in Hyperterminal so I'm assuming it is a problem with some file in XP.

If anyone has anything else they think might work, please let me know.

- Update  modem's driver

- check if the modem is identified correctly :

Control panel -- modem and ..etc --- then right click ---> advaned ---then search about any word that means (check modem connection)

or reinstall the modem

i have the same problem , i believe? i was using XP...everything fine. i upgrade my system..format drives... install XP. then nothing but problems connecting to net. i went back to 98 everything fine. someone sent a response with a XP patch download." I tried the winsock fix, but it doesn't apply to my problem.  I've had this problem since I first installed Win XP Pro so it has to be something wrong with original XP install or something wrong that XP did, or something wrong with my particular computer though I'm ruling the latter out for the moment since my modem works fine in Win 98 on the same computer.  

So it's got to be something wrong with how XP saw my configuration or there's something wrong in XP that's causing this to happen.

And I've already checked the modem and I have the latest driver so that should be correct.  And if I have something else using the COM port, I sure don't know about it because I have only 1 modem and no other connection/fax software or anything else I can think of that would be using that COM port.  I even used a program to check if anything was on the COM port besides the modem and nothing came up.

I used another program to open the COM port and it opened fine so I think the network connection program won't let me open the port for some reason when I try to connect.  Does anyone know of another program I can use to connect to the internet through?  Like on 98, I used to have a program that would automatically redial for me, which I connected to the internet through.  I'm not sure if that was a separate program or not, or if it was just using the regular 98 dial up program mainly.  If anyone knows a way to help me, please let me know.  Thanks to the people who have already tried.

1. Open modem properties in the device manager

2. Click on the Diagnostics tab

3. Click on Query modem

Result:

If it returns some info without any error like 'Modem failed to respond', it means Modem is fine and windows is communicating with the device

If it returns an error, it means modem is not properly installed on windows XP
U may conside uninstalling it from the device manager and Reboot
Now, install it again

1. Go to registry editor
    Start->Run->Regedit

2. Go to the following keys and delete them. (RightClick on the folder and LetfClick on delete)
     Hkey_Local_Machine\System\CurrentControlSet\Services\Rasman\PPP\EAP\25
     Hkey_Local_Machine\System\CurrentControlSet\Services\Rasman\PPP\EAP\26

Reboot and try connecting again

This issue also occurs due to multiple drivers installed for the device.

Boot to safe mode and in the device manager see, if there are multiple drivers listed for modem
uninstall the modem and reboot. windows will detect the modem and reinstall

Perform a Repair install of windows XP
**************************************

I recommend you to follow the steps below to repair Windows
onto itself to resolve this issue. It will reinstall all system files with this
method. You may need to reinstall some applications to upgrade some files to a
higher version, because they may be replaced during the installation of Windows.

The steps below will not damage your documents and registry. However, it is always
recommended to backup your important information and files to other partitions or
other disks.

1.  First, disable any Anti-Virus program and BIOS-level Anti-Virus protection.

2.  Make sure you have set your CD-ROM as the first priority boot device. You may
refer to your computer manual for information on how to do this.

3.  Insert the Windows XP CD into your CD-ROM and reboot your computer.

4.  When you see "Press any key to boot from CD" on the screen, press a key to let
your computer boot from the Windows XP CD.

5.  When the computer boots from the CD-ROM, it checks your hardware and then
prompts you with the following options.

*To set up Windows XP now, press Enter.

*To repair a Windows XP installation using Recovery Console, press R.

*To quit Setup without installing Windows XP, press F3.

6.  Please press ENTER.

7.  Press the F8 key to agree to the Licensing Agreement.

8.  You will see your current Windows XP installation is listed in a box and get
the following options:

*To repair the selected Windows XP installation, press R.

*To continue installing a fresh copy of Windows XP without repairing, press ESC.

9.  Please press "R".

10.  Then the setup program will repair Windows XP automatically.

Thanks for the help Alex, but unfortunately none of it solved my problem.  I guess this problem is just unique to my circumstance.  Hopefully I'll figure something out.

I finally figured out that the problem was a bad installation.  Thanks for trying everyone.
Folks, I appreciate the quick and diverse suggestions. I've looked at a number of them already and checked out those I hadn't. So far, nothing has worked. I even got some advice from USR which didn't help. At this point, I'm considering the Repair XP suggestion and will advise how that goes. Thanks.
