How can I permanently set permissions to a folder and files within my documents

Hi experts,
I have a folder which is currently read-only:
C:\Documents and Settings\Jens\My Documents\GPF-PROJECT
In this folder are several subfolders which are also read-only.
If I change rights (right-click folder / files ... uncheck read-only attribute)
No error occurs, WinXP only asks if I would like to apply changes to subdirectories and their contenst ... Yes, ^@%? (*.
Well as fast as the changes are made WinXP forgets about it.
If I right-click the folder, say 10 secs later, everything is read-only again.
I am using WinXP Home edition.
Anybody got any ideas?
I think I have the rights to do these changes as an Admin, don't I?

Concerning the read-only:
I am trying to change the attribute of the subfolder /GPF-PROJECT, only.
I am not trying to adjust the system folders.
The checkmark is also not dimmed, but clickable and removable.

Ok now I did this:
Cmd.exe
cd C:\Documents and Settings\Jens\My Documents\
attrib -r -s  GPF-PROJECT
and did the same to all the subfolders and files.
In the explorer I still see the read-only attribute to be set to true.

I just now found how to display rights in MSDOS:
dir /AR --to show all files that are read-only in current directory.
So I noticed that it sets the attributes just fine even though the
explorer still checks the read-only checkbox.
Doesn't seem to be involved int the other problem (s.o.).
