Msgina.dll failed to load

I am seeing the problem described at http://support.microsoft.com/default.aspx?id=836683.

I am helping a friend with her laptop, and she isn't sure if the cause is as described in the KB article, but the symptoms are definitely the same.

I tried to restore to "Last Known Good Configuration", but still the same problem.

I booted off the XP boot disks and went into the recovery console and overwrote msgina.dll with the version off the cd as described here: http://www.netadmintools.com/art190.html, but still the same problem.

I'm out of ideas.  Any suggestions?

SUMMARY
This article describes how to use the System Restore tool to return your computer to a previous working state. System Restore takes a "snapshot" of critical system files and some program files and stores this information as restore points. You can use these restore points to return Windows XP to a previous state.

Using System Restore to Restore Windows XP
If Windows XP Does Not Start
If Windows does not start, restart Windows by using the Last Known Good Configuration feature:
Start the computer and then press the F8 key when Windows begins to start. The Windows Advanced Options menu appears.

Use the ARROW keys to select Last Known Good Configuration (your most recent settings that worked) , and then press ENTER.

If a boot menu appears, use the ARROW keys to select Microsoft Windows XP , and then press ENTER. Windows XP restores the computer to the most recent restore point.

If Windows XP Does Start
Log on to Windows as Administrator.

Click Start , point to All Programs , point to Accessories , point to System Tools , and then click System Restore . System Restore starts.

On the Welcome to System Restore page, click Restore my computer to an earlier time (if it is not already selected), and then click Next .

Troubleshooting
You may inadvertently restore Windows XP to a previous configuration that you do not want. To undo the restoration:
Log on to Windows as Administrator.

Click Start , point to All Programs , point to Accessories , point to System Tools , and then click System Restore . System Restore starts.

On the Welcome to System Restore page, click Undo my last restoration , and then click Next . A System Restore message may appear that lists configuration changes that System Restore will make. Click OK .

On the Confirm Restoration Undo page, click Next . System Restore restores the original Windows XP configuration, and then restarts the computer.

Log on to the computer as Administrator. The System Restore Undo Complete page appears.

Click OK .

Have have tried siging on as a differnerent user such as the Adiministrator account and see if changing the users password makes a different.

Thanks for the quick reply CrazyOne.  I can't get into safe mode at all, but I'll try the repair installation.

I don't even get to the log on screen.  I can't log on as anyone.

You are crazy.  5 replies in 10 minutes.

I'll try the repair installation, I think.  I'll have to read more about it to make sure it is what I want, but it looks like it leaves programs and data intact, so it should be fine.

oh, and yes, i do have the cd.
Cool then you should be allright. Yes it does leave the data intact but you may need to reapply MS updates.

I did the repair install last night and it works again.  I did have one scary moment when the repair installation kept popping up this box saying something about a dynamic link library not working.  I had to restart, but next time through the setup was fine.

Hey guys, I'm having the same problem, but I don't have the CD... I'm sure if I look around, I could find a Windows ME disk... can this be done?
