have you scanned your system for spyware?  If you do not have one of these utilities (Adaware or Spybot), you will need to download them on another machine and transfer them to this system for scanning..  :(

But I have a feeling you will need to repair your browser.

Repairing Internet Explorer
-----------

Start > Run rundll32 setupwbv.dll,IE6Maintenance "C:\Program Files\Internet Explorer\Setup\SETUP.EXE" /g

or

Start > Run rundll32.exe setupapi,InstallHinfSection DefaultInstall 132 C:\windows\inf\ie.inf

Reinstall IE:

How Pete Long Does It:

Repairing Internet Explorer

First check that no-one has been playing with the settings! Launch Internet Explorer and select  Tools >Internet Options >Advanced >Restore Defaults. Then close and reopen internet explorer. If its still playing up read on...

1. (NB This will not work on windows 2000) CLick start > run >type sfc /scannow {enter} and have your windows CD handy.

2. Search your hard drive for the "ie.inf" file (Usually in windows\inf\ or winnt\inf) When you have found it right click it and select install. Then reboot. [Running this from command line does the same "rundll32.exe setupapi,InstallHinfSection DefaultInstall 132 %windir%\Inf\ie.inf"]

3. Still not working? CLick Start > settings >control Panel >Add/Remove Programs > internet explorer. Press the Change/Remove button (In windows 9X the button is Add/Remove). If youve upgraded IE you can revert to the previous version by selecting "Restore the previous Windows COnfiguration" but more often you will need "Repair Internet Explorer", then click OK. Reboot.

4. Still not working? CLick Start >Run >type regedit {enter} Navigate to the following key, HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Active Setup \ Installed Components \ {89820200-ECBD-11cf-8B85-00AA005B4383} In the right hand pane find the value "IsInstalled" right click it, select modify, then change it to 0 (thats a Zero!).
You can now download and reinstall Internet Explorer (Links below).
NB. If you want to reinstall Outlook Express at the same time perform the same action on this registry key. HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Active Setup \ Installed Components \ {44BBA840-CC51-11CF-AAFA-00AA00B6015C}

It sounds to me from your question that you are not getting a dialog box asking you to specify where to download the file  to.  Go to Control Panel, then Folder Options. Click on the File Types tab. Scroll down to the file type you don't get a file download dialog box for  and highlight it. Click the Advanced button.  Put a check mark next to "Confirm open after download". Click OK twice.

None of this worked. I even uninstalled IE and rebooted and reinstall IE and it did not work any other suggestions
Hi,

Just a small thought, do you by chance have a Popup blocker?? or msn/google toolbars...

I uninstalled all toolbar and popup blocker. shut off all norton (viris and firwall) . Turned themback on when this did not work. Ran Spybot and Ad-aware. uninstalled reinstall ie as above. Tryed to reset all ie setting to default. Ctrl-link does the same thing. I did notice that on some if I right click it will allow me to open in new window. Not all though. These were all good sugestions. Help!!!!
Try loading up in "Safe mode with Network."  And then let us know if that works.  It'll help us to determine where the problem is.
