can't right click on start menu's item

when i go to start->all programs then i can't right click on any item which comes. however i can right click on start and all programs. except that i can right click on every where and the problem is with only start menu. how can i fix this without reinstalling windows xp. i am using windows xp pro.

Right click on your taskbar (not start button or system tray or any folder: just the plain blue taskbar)>Properties>Start Menu Tab>(First Option)Start Menu option>Customize>Advanced Tab>(On the "Start Menu" list box) Check "Enable Dragging and Dropping"

(Or)

Control Panel>Switch to Classic view>Taskbar and Start Menu>Start Menu Tab>(First Option)Start Menu>Customize>Advanced Tab>(On the "Start Menu" list box) Check "Enable Dragging and Dropping"

The "drag-and drop" solution was initially suggested by me, seen from the 1st URL:

I've also included the other possibility to rule-out the additional shell extensions which may be another possible root-cause.
