XP Pro will not restart

I have purchased 3 new Compaq computers for my business. One of the three will not restart. If you want to restart, you must shutdown and then turn back on. Any ideas? Or should I send it back?

You have all three machines under warranty and guaranty...then you should send them back.
Did they installed any antivirus program on three pcs ?

  Try to restart the problem computer in safemode.  
  If it DOESN'T work we know it may be related to a device or driver.
  Check Device Manager, Start, Right Click My Computer, Manage, Device Manager.
  Any red X's or yellow exclamation !'s?

  If so try to Disable the Item if it's NOT a core item like, IDE Controller, Keyboard, Mouse,
  or Display adapter and then restart.

  Good Luck.

Yes. Apparently it was an incorrect driver for a hardware key that was causing the computer to hang on restart. I guess when I turned the machine off, the key would reset and the computer would start, but when I tried to restart, the key would hang. I downloaded the latest driver for the key and the computer will now restart.
