Cannot find import, DLL may be missing, ...File "rtl70.bpl" error 126

I have four users on one Dell 4550 pc, running XP.  Two of the users get the following error message upon logging in "Cannot find import; DLL may be missing, corrupt, or wrong version File "rtl70.bpl" error 126.  I tried "hijackthis", but not exactly sure what to delete.

its usualy not good to have any programs start up when you load windows. You can either download that .dll and install to get rid of the problem or you can get rid of hte program that uses it. I would recommend going to Start->Run and type MSCONFIG and click OK. Click the STARTUP tab and UNcheck ALL checkboxs, click apply and restart the computer. If you have things like Anti-virus that you WANT to have start up, then leave those checked. Normally you dont need anything in the Startup section. (at least thats how i run my computer)
