I was thinking about getting a 2003 server but I don’t get the licensing. If I buy the 2003 I get 5 CALs so does that mean I can only have five users with accounts on that 2003 server. What if I have a temp come in for a month do I have to buy another pack of five CALs. Does Microsoft’s server verify that the number of accounts is less then or equal to the number of CALs I purchased.

There are two categories of options to consider with Windows 2003 licensing: Clients and Servers.
clients-------------------
Windows Device CALs Per Device/User Mode
Windows User CALs Per Server Mode
You have to choose a combination of both Client Access and Server Mode.
1. Client: Windows Device CALs
Server: Per Device/User Mode
This means that 5 CALs will allow unlimited users to use 5 computers to access 5 different servers.
2. Client: Windows Device CALs
Server: Per Server Mode
This means that 5 CALs will allow unlimited users to use 5 computers to access 1 server [with 5 simultaneous connections].
3. Client: Windows User CALs
Server: Per Device/User Mode
This means that 5 CALs will allow 5 users to use an unlimited number of computers to access 5 different servers.
4. Client: Windows User CALs
Server: Per Server Mode
This means that 5 CALs will allow 5 users to use an unlimited number of computers to access 1 server [with 5 simultaneous connections].
License logging is turned off by default.
