Where I live, my intent, or the laws surrounding possible modifications are irrelevant to the technical problem and solution. My question was not provided with a solution, it was answered - but not with a solution. I am confident that there is a technical solution to this question, but I understand that you may perceive some liability by being a 3rd party to a vehicle modification that may violate laws in some places, in which case you should say so clearly. If you applied these "may break a law somewhere" or "what is the end users intent" tests for the rest of your site, you'd have no content, since evil-doers may use the solutions you provide to potentially break laws, or do harm.

Dealers in my area have been contacted about this modification, there answer is state and federal law prohibits it.
Modifications to the seat belt chimes have caused issues with the passenger and driver side airbag deployment. Unless you intend this vehicle to be strictly for off-road usage and thus removing the airbags, there is no safe and reliable method for eliminating this alert that will not adversely affect the other safety features.
