Programming a PIC connected to a GPS

Hi all,
I'm trying to program a PIC16F690 micro that is connected to a GPS Reciever. The point of this project is to have the micro monitors the GPS when moving in the back yard, and send a warning signal if the GPS goes out of its determined dimensions.

The goal here is to create a wireless contaminant system for a dog who can play and stay in the back yard without a fence. If the dog leaves the yard, the micro will activate a high pich speaker to warn the dog to go back to the yard.

The gps chip, micro, and speaker will all be attached to dog collar.

If someone can help me with programming this micro (C, C++, or Visual Basic), I'll be very greatful and I'll help in return with whatever u might need. my knowledge is very wide and im sure i can help in some areas.
