Just to expand a little on malmensa.. (In lamen terms), a catalytic converter comes after the headers of a car engine and before the car's exhaust. It's basically a big sponge that sucks up all of the bad things for the environment.
Without it, your car wil never pass emissions tests.

A Catalyctic converter is part of a vehicle exhaust system. Exhaust gasses pass over a large area of catalyst coated surface. In this process, environmentally damaging components of the exhaust gas are broken down into less damaging substances. Typically NOx, Hydrocarbons & CO are converted into less toxic products. A "CAT" is generally the easiest to meet emmisions standards.
