Just to expand a little on malmensa.. (In lamen terms), a catalytic converter comes after the headers of a car engine and before the car's exhaust. It's basically a big sponge that sucks up all of the bad things for the environment.
Without it, your car wil never pass emissions tests.

In the catalytic converter, there are two different types of catalyst at work, a reduction catalyst and an oxidation catalyst. Both types consist of a ceramic structure coated with a metal catalyst, usually platinum, rhodium and/or palladium.
Often simply called a "catalyst", this is a stainless-steel canister fitted to a car's exhaust system that contains a thin layer of catalytic material spread over a large area of inert supports. The material used is some combination of platinum, rhodium, and palladium; it induces chemical reactions that convert an engine's exhaust emissions into less harmful products. So-called three-way catalysts are particularly efficient; their operation, however, demands very precise combustion control, which can be produced only by a feedback fuel-air-ratio control system.

A catalytic converter is a series of mathematical formulas for converting between atoms and molecules.
i.e. Catalytic converter 4Fe converts iron atoms in to hydrogen celium molecules. The 4 in the formula name indicates the number of atoms that are ions.
The catalytic converter series was discovered by Issac Newton about a decade before his discovery of gravity. It was later found that the series was so generic, it could be applied to any atom / molecule. The formula is considered to be one of the 8 legendary irrefutable math proofs.

A catalytic converter is a device that uses a catalyst to convert three harmful compounds in car exhaust into harmless compounds.
The three harmful compounds are:
•Hydrocarbons (in the form of unburned gasoline)
•Carbon monoxide (formed by the combustion of gasoline)
•Nitrogen oxides (created when the heat in the engine forces nitrogen in the air to combine with oxygen)
Carbon monoxide is a poison for any air-breathing animal. Nitrogen oxides lead to smog and acid rain, and hydrocarbons produce smog.
In a catalytic converter, the catalyst (in the form of platinum and palladium) is coated onto a ceramic honeycomb or ceramic beads that are housed in a muffler-like package attached to the exhaust pipe. The catalyst helps to convert carbon monoxide into carbon dioxide. It converts the hydrocarbons into carbon dioxide and water. It also converts the nitrogen oxides back into nitrogen and oxygen.

A Catalyctic converter is part of a vehicle exhaust system. Exhaust gasses pass over a large area of catalyst coated surface. In this process, environmentally damaging components of the exhaust gas are broken down into less damaging substances. Typically NOx, Hydrocarbons & CO are converted into less toxic products. A "CAT" is generally the easiest to meet emmisions standards.
