Formula / Algorithm for Number Cloud View

Hi All,

I'm terrible with maths but I'm trying to code an excel macro that will make numbers grow in size, much like a web 2.0 tag cloud.

Please find attached file for a visual example. I'm looking for the formula to produce such results.

Take note I wish for font size to be between 10 and 16 px.

One last thing.... if I did want to spread the font sizes over evenly, rather than based on the cells value, how would I do that?

Easy non flexible way (no duplicates, sort descending):
