Browse All TopicsWinXP, no theme manager, just download .theme and grab it via the Display menu.
For some reason, the file folder icons don't change with the installation of a new theme. This only pertains to the general yellow folder icons (My Computer, Recycle Bin, etc., change just fine). I can change each folder individually but not en masse. Restored default folder options to no avail.
Am I missing something really obvious?

Nope. Win xp Doesn't fully take themes by its self. If you do it the way you are currently doing it, the only thing that changes are the background and certian sounds. XP needs 3rd party software, or a special hack.
install.ht m there for complete insturctions and the .dll that you need.
One of the best software to use to make full use of the theme is style XP
www.tgtsoft.com
I don't like to use the softeware, 1) because its not free, and 2) it sucks up resources.
The other way is to hack the uxtheme.dll. its alot easier than it sounds.
