Internet Explorer Error " Action Cancelled"

Hi All,

Recently I exhausted my dialup connection account. So to renew my account I'm trying to connect to its site. I dial and connect to internet to open the site using the IE 5.
But IE always display the page -

Action Cancelled

internet explorer is unable to link to the web page you requested.

Please help.
