A way to auto restart a service please.

Hello everybody,

My company is having a problem with OWA stopping for unknown reasons throughout the day, we do know is it a problem with IIS 6.0 and following advice in some of the news groups have gotten us nowhere.  Now to be honest I was not involved in the project enough to know what was done, and I would be toe stepping if I tried to do anything to fix the problem, currently as a temporary fix they are having the service restart every hour on the hour.  

Is there any way to have the service restart automatically as soon as the page cannot be reached?

We are running Exchange 2003 on Windows Server 2003
