need professional knowledge on alarm systems for cars

I have a 1989 Honda Accord. The previous owner is totally unavailable to assist me. I remember him telling me about a quirk with the alarm system. Do this or do that before or after disconnecting battery, etc. because it is defective or something. I do not remember. I had never disconnected the battery until about 2 weeks ago. I had to park the car and disconnected the negative cable. Today, when reconnecting the cable, a small red light, very small, mounted left of the steering column blinks and there is a ping, ping noise. I see a toggle switch mounted below the fuse holder which is also left of the steering column. Under the hood I see nothing that would tell me there is an alarm system, except two wires, one red and one black, that are coming from under the dash and thru the firewall. But these wires are not connected to anything. One of them, the red I believe, has a green look to the end of it. A color similar to that green stuff that can build up around a battery terminal. I assume it is the copper wire being exposed for a long time. I have no knowledge of these wires even having anything to do with the alarm system. These wires have black taped around them so they have been installed. They are not near the battery. The instrument lights come on when you turn the key, but the car will not attempt to start. Outside I see the parking lights are blinking, not the lower ones under the bumpers, but the ones on each side slightly below the top of the fenders. The check engine light is on but goes off after a few seconds. I made sure the battery cable was tight. I have trouble believing that a battery that was pefectly good would not be able to turn the starter after sitting, disconnected for only two weeks. The radio sound is normal and I detect no symptom of a weak or dead battery accept the starter does not try to start the engine. I believe it is this alarm system that is preventing the car from starting. I did wonder what would happen if I touched the black and red wires to each other but I didn't. I forgot to mention, on the key ring is the alarm control. It has an "A" and a "B" button and nothing else. I pressed both buttons multiple times when pointing it at that blinking light and got no results. With previous owner of no help, I am concerned about the "instructions" on how to keep the defective alarm system from disabling the car, unless the battery is actually too weak to start it but still operates everything else. If the battery is the problem, the alarm sound (you can barely hear it unless you are in the car, it is not an external loud alarm type sound) would still be an issue as well as the blinking parking lights, etc. Any advice on this problem? thanks
The sticker on the window says Security One Linden NJ and the alarm thing on the key ring says Chapman vehicle security systems.
Google searches on these two companies have yielded addresses and phone numbers but no websites. If they can not help by phone or are not the right companies, it's a dead end.

go to the owner link page from honda(https://www.ahm-ownerlink.com/login.asp) put in your VIN # and download the manual for the alarm system.

the alarm system did not come with the car, it was an add on

The manual should have a contact company name.  You will need to find the company phone number and call.  If it has the manufacturers name on it then contact them.  They should be able to put you in touch with a dealer/installer who can help.

the alarm did not come with the car.
the manual is of no value unless Honda can tell me how to fix an alarm system that they did not install.

I called the above two companies and they are out of business, or at least their phone numbers are invalid

Can you see the starter?  Follow the wires from the starter.  One should be ground, one should go to the starter relay.  Is there anything (eg: alarm disconnector) in line with either (most likely the power)?  Is battery voltage steady when you try to start?

Here's a guess...the alarm system has it's own battery that's kept charged off your car battery.  Extra wires running to the battery won't prevent it from starting, look for some kind of device added to the starter.  Or keep looking for the alarm battery.

It isn't the voltage of the car's battery, it's the cranking amps & a mechanic can check that for you.  A car battery can have enough juice to run the radio & lights but not enough amps to turn the car over.  And, yes, a couple of weeks disconnected on an iffy battery can be enough that it won't start the car.

The car is way out in the country and since it won't start, I can't test the battery. I guess I'll have to remove it and go to ht nearest town to check the battery.
I can see the starter and wires, nothing in between.

The problem if I remember the previous owner, was do something or not do something if you disconnect the battery or there will be a problem. I can not remember the sequence of events he told me and he can no longer be contacted.

I see nothing under the hood to suggest an alarm. no wires (extra wires) to the battery or in line with the starter...........except the red and black wires that come from under the dash into the engine area but the wires are not attatched anywhere and appear corroded on the ends, so they have not been used in a long time.

I'll take the battery out and take it somewhere for charging and testing.
Based on what the previous owner told me, the battery will test good and hold a charge. There was just some quirk with the alarm system and certain things had to be done to get it to work, either on or off.

You said the red/black wires from the dash are not connected to anything, but there is a flashing red light.  Is there a seperate battery powering the flashing red light?  If not, double check those wires - the power for the light has to come from somewhere.  They may go to the starter relay, which would prevent that from allowing the starter to engage (eg: start the car).

If you have a voltmeter and someone to help, check the battery voltage.  It should be around 12 when the car is just sitting there off.  As KenAdney said, it might not have enough amps to start the car, but enough to run radio.  Continue to monitor the battery voltage as you try to start the car.  If the battery voltage drops, then this means a dead battery.  If the voltage stays around 12 (10+ should be good enough), or doesn't change at all, then it sounds like the security system.

ok, I think it is the security system that has disabled the car, but I'll drive over there and put my batterry in and see if it starts, track down those unused wires and track down the wires leaving that very small round red light that blinks. The parking lights also blinkm with the battery connectedm even without the key in the ignition. The alarm system is making them blink. I am not hearing any noise remotely that would scare off a car thief. Disabling the whole thing would be fine, if I can get it to let the car be started.

I have Security One 39 Milltown Rd., Union NJ 908-687-9013 but on the sticker on the window the "one" is written as a "1".
I also have Chapman Security Systems, 950 E. Whitcomb, Madison Heights, Mi, 313-583-9626. But the name on the alarm key ring thing is actually Chapman vehicle security systems. I called both places, dead phones.

well the battery is fine. The parts place said if the starter is not clicking at all, then the alarm has the car disabled. I located phone numbers for these companies and called them but they are not good numbers. If anyone might recognize these names and have any info, please let me know.

The numbers 1-5 are places where the security system could disable the starter.  I'd check them in the order listed (eg: 1=most likely, 5=least likely).

no I haven't. I went over there today in the rain to try to start the car with my battery but mine is a side post, so I took the battery in the car and had it tested. It test fine. I'll have to start tracing down wires, etc. over the weekend when the rain is gone.
The time I looked under the hood entensively for the "existence" of alarm system wires, I found none, just the two dead end wires that connect nowhere. I did not, however, look real close at the wires near the starter.

I was able to locate Code Alarm Inc which sells more than one brand and one of them is Chapman. According to them, there is a black button somewhere under the dash and if this button is held in the car will start. I have yet to find it though.

the alarm brains were located and the black button allowed the car to start. No alarm parts or wires were found under the hood. The battery of the car did not have anything to do with it.

glad you got it to work... If you follow the wires from the black button, you should be able to see how the alarm is disabling the starter, and remove if you want.
