Thre's a pretty large variation there on "average" speed because you have kids and the elderly. So there is no difinitive normal speed for people in general. "Normal" speed is also based on multiple factors like height (longer legs = longer stride = faster walking speed) and health (thinner people have a tendency to walk faster) and a number of other factors.
Well... when I was a bit younger I used to do a 15 mile walk for a Cancer research or something like that.
we used to do 15 miles in about 4 hours
which is between 3.5 and 4 mph
But I suppose if I were to be simply strolling along, enjoying a nice comfortable walk my speed would be close to half of that.
