I am assuming you mean employment website that lists available Call Center jobs?

If so, any of the big ones are good. I find Monster, Careerbuilder, Dice and America's Job Bank to have a lot of positions posted.

http://www.callcentermagazine.com/  has white papers and extra articles about call center management and setup.
http://fic.wharton.upenn.edu/fic/academic0503.html  Has some theory and mathmatical scenarios for calculating call wait times and things of that sort.

Neither had a fee for what I saw.

Here is a book that you might find at a library.  It is suppose to have all the info you need for call center startup and management.
