Tree issues

Heavy tree branches fell off toward my drive way and gave some minor damages to my car twice due to storms.   A branch fell off this Spring.  I asked the neighbor cut other branches (toward my house) off, but, he didnt take any actions, and another branch fell off onto my car again yesterday.  There are more heavy tree branches toward my house, and I dont feel safe at all since more storms are coming up.   I dont want to let it happen three times.  Someone can get hurt seriously due to branches falling.  What are the ways to let the house owner take care of dangerous tree branches?    The house owner is lazy and negligent, and I dont want to wait until another accident occurs, which will be the third time.   Dont I have a right to take an action for this?

Any suggestions?
