What's your reason for needing to use a command line to do this? If you can do without the CLI, I would suggest IMGBurn (http://www.imgburn.com/). If you want to use a command line for bulk purposes, you can use the queue features of IMGBurn. CLI burning is not overly popular these days, due to lack of demand. I'm sure there's something out there though.
On a quick search - Nero offers a command line executable - nerocmd.exe. I'd suggest looking at that if you have a copy of Nero handy.
Syntax should be the same as below (if not, very similar)
nerocmd.exe --write --drivename "D" --real --underrun_prot --image mydisc.cue
