Download and install www.ultrmon.com
Once installed, you can bring up properties of your program short cut. there will be an ultrmon tab where you can configure where the program will appear on which desktop when you execute it.
I have used the program for years and have been very happy with it. However, the Vista version has been in beta for 2 years. Even so, the company still releases new betas and I have been using the later ones without a problem for a while now. The forum support is also excellent.
It is a tool i use frequently for dual monitors and after you learn to use its other features, you will find the $40 price most reasonable.

It can't be done with the nView software.
Try to check the application for its .ini (config) file and check if there are startup position parameters in there.
