Well, the rudder adds some value as well, as does the spray skirt. And, a carbon-fiber paddle is VERY nice, the aluminum ones weigh more (which really tires you out by the end of a long paddle - you'll have lifted the extra weight 1000 times or more). If you want him to think you're not just jerking his chain, I'd start with $275, but probably wouldn't go above $375.
May I ask a possibly silly question? In which currency is he asking for $450? In US $? Cdn $?

I will assume single... In Canada, whose exchange is not too far off of par with the US, that would be a reasonable find at $450.

The Necky Santa Cruze is a great 'yak, and the rudder makes it even better. I've used one, although I prefer sit-on-tops for where I am and the kind of kayaking I do.

A good used price is probably around $250-350, depending on the shape it's in, etc.
